Step 1: guests ÷ hours

Step 2: bar?

Add 1 unit for every 4 when alcohol is served. Round up.

Step 3: accessibility

At least 5% of units in each cluster, and no fewer than 1, should be accessible where required.

Example: 150-guest wedding, 5 hours, bar

150 ÷ 40 = 3.75 → 4. Bar adds 1. One of the 5 is accessible.
