How do I count units for a street of lots?
Divide the number of active building sites by 5 and round up, then check spacing. 12 lots ÷ 5 = 2.4, so you need at least 3 units. Then make sure no lot is more than 200 feet walking distance from a unit. On a long street, spacing can require more units than the division alone.

How does this rule compare with OSHA?
OSHA 29 CFR 1926.51 counts toilets by crew size, while Frisco counts them by building sites. Builders must meet both. A framing crew of 25 on one lot needs 1 seat and 1 urinal under OSHA, and that lot still counts toward Frisco's 1-per-5 rule. Use whichever count is higher.
